Choosing Budgeting and Planning Software: A Comparison Guide

budgeting and planning software

Budgeting and planning software is what a finance team uses to build the annual budget and in-year forecasts, then compare both with actual results. Most mid-market companies choose among spreadsheets, the budgets built into their ERP, the ERP vendor’s planning module or a standalone FP&A platform. The right one depends on how you plan and how actuals reach it.

This guide defines the terms, compares the four options side by side and lists what to test before you commit. The examples come from budget and planning work our team has done for NetSuite clients.

What is budgeting and planning software?

Budgeting and planning software holds the financial plan for the year and reports the gap between that plan and actual results. Vendors use “budgeting”, “planning” and “forecasting” loosely, so it helps to pin the terms down before comparing tools.

  • Budget: the approved plan of income and expense for a fiscal year, set by account and accounting period.
  • Forecast: an updated estimate of where the year will land, revised as actual results post.
  • Rolling forecast: a forecast that always looks the same number of periods ahead, adding a new period as each one closes.
  • Budget vs. actual: the report that compares the budget with posted results by account and period, and shows the variance.
  • Driver-based planning: building a plan from operating drivers such as headcount, units sold or days sales outstanding, so changing a driver recalculates every account that depends on it.
  • Scenario: an alternate version of the plan, such as a lower-revenue case, kept beside the main plan for comparison.
  • Dimensions: the segments a plan is split by, such as subsidiary, department, class and location.

Across 14 client accounts, our team has handled at least 22 budget requests, and they cluster around four jobs:

  • loading the annual budget into NetSuite
  • building budget-versus-actual reports
  • setting up budgets for new subsidiaries
  • bringing forecast data in beside the budget

Whatever tool you evaluate, ask to see each of those four jobs done with your own accounts and dimensions.

What are the main types of budgeting and planning solutions?

There are four broad options. Each one is a reasonable choice for some finance teams, and a company may move from one to the next as it adds entities and planners.

Option How actuals reach the plan Scenarios and drivers Strengths Trade-offs Fits when
Spreadsheets Exported from the ERP and pasted or linked in As many as you build, each in its own tab or file Flexible, familiar to every finance team, no added license Version control and formula checks depend on the team’s discipline; each refresh of actuals is a manual step One entity, a few departments and one or two people building the plan
Budgets inside your ERP, such as NetSuite budgets Already in the same system as the budget Amounts per account and period; NetSuite’s Multiple Budget feature keeps more than one budget for the same period Budget vs. actual reporting on the same accounts and segments as your financial statements Each budget holds an amount per account and period, entered, imported or copied from a prior budget or prior results; ask your account team how driver-based plans fit You budget by account and a few dimensions and want variance reporting in one place
ERP vendor’s planning module, such as NetSuite Planning and Budgeting Synchronized with the ERP’s general ledger Multiple what-if scenarios with driver-based, trend-based and direct-input accounts Planning templates populate from the general ledger and adjust when segments and dimensions change A separate module to scope and roll out; confirm with your account team what your agreement includes You need scenarios and driver-based plans that stay close to NetSuite
Standalone FP&A platform, such as Workday Adaptive Planning or Anaplan Through an integration with the ERP Varies by product, so compare scenario and driver features in a demo with your own data One planning tool across data from several source systems Another system and another integration for someone to own and monitor Planning draws on several source systems, or the team already runs a planning tool

The NetSuite rows follow Oracle’s public help pages. What any option costs, and which features your NetSuite agreement covers, are questions for the vendor or your NetSuite account team. For a closer look at the third and fourth rows, see our NetSuite Planning and Budgeting review and our comparison of Adaptive Insights and Anaplan.

What should you look for in advanced budgeting and planning software?

Feature lists for planning, budgeting and forecasting software look much alike. These are the points that separate them once your own data is loaded:

  • Dimensions that match your books. The tool should plan by the same accounts, subsidiaries, departments, classes and locations you report on, or variance reports will need a mapping step every month.
  • How actuals arrive. Find out whether actuals sync on a schedule, load from a file or are typed in, and who is told when a load fails.
  • Scenarios and drivers. Check whether a scenario is a full copy of the plan or a set of changed drivers, and how easily the team can compare two scenarios.
  • Approvals and versions. Someone has to sign off the budget, and later forecasts should not overwrite it.
  • Multi-entity and currency. If you run subsidiaries, test a budget for a new subsidiary and a budget in a second currency.
  • Reporting where the budget owners work. Department heads need to see budget vs. actual for their own area without asking finance to run it.

Most of these checks depend on the chart of accounts. A finance leader at a media company described setting up a planning model only for FP&A: “We didn’t actually even consider setting up categories for the balance sheet or anything like that. And we had to scrap what we had done and rebuild it.” A planning tool inherits whatever structure it is pointed at, so review the chart of accounts and segments before any demo.

How do budgets work inside NetSuite?

NetSuite has budgeting built in. According to Oracle’s Budgets in NetSuite help page, each budget covers a fiscal year and holds an amount per account for each accounting period. You can budget by customer or project, item, department, class and location, or any combination, and by subsidiary in NetSuite OneWorld. The Multiple Budget feature keeps more than one budget for the same period and combination of criteria. Budgets can be imported as CSV files, and the Budget vs. Actual report compares them with posted results.

When a company needs driver-based plans and what-if scenarios, Oracle offers NetSuite Planning and Budgeting. Oracle’s Planning and Budgeting Financials overview describes it as a module that stays synchronized with NetSuite ERP, with scenario templates populated from the general ledger. Its Predictive Planning feature uses actuals from NetSuite ERP to help validate planning assumptions. Our guide to NetSuite budgeting and planning covers the NetSuite options in more detail.

Which platforms help connect planning, performance, and budgeting?

The ERP holds actual results and the planning tool holds the budget and forecasts. Performance reporting compares the two, so the link between the systems decides how much reconciling your team does each month. Budgets inside the ERP need no connection because the actuals are already there. A vendor planning module such as NetSuite Planning and Budgeting synchronizes with the general ledger. A standalone FP&A platform relies on an integration that someone builds and maintains.

These connections can stop running. In a NetSuite health check for a credit union, our team found that both of its planning-tool integrations showed no execution activity. Whichever planning tool a team picks, the connection that feeds it actuals needs an owner and a regular check, such as confirming after each month-end close that the planning tool’s actuals match the general ledger.

How Nuage approaches this

Our team works through budget requests for NetSuite clients in these steps:

  1. Name the budget job. The budget requests we see cluster around the four jobs listed earlier, so we confirm which one the client needs and test it with their own accounts and dimensions.
  2. Plan for financial reporting as well as FP&A. The media company quoted above set up a planning model only for FP&A, with no balance sheet categories, and had to rebuild it, so we set up the planning structure with the financial statements in view from the start.
  3. Check the integrations that feed planning tools. The credit union’s two inactive planning-tool integrations turned up in its NetSuite health check.

Stratus, our managed NetSuite service, covers this kind of ongoing work, described on the Stratus page.

Frequently asked questions about budgeting and planning software

What is the best budgeting and planning software?

The best tool is the one that plans on the same accounts and dimensions you report on and gets actuals into the plan reliably. A single-entity company with a few departments often does well with ERP budgets or spreadsheets. A multi-entity company that needs driver-based scenarios usually looks at the ERP vendor’s planning module or a standalone FP&A platform. Test each shortlisted tool with your own chart of accounts.

What is planning, budgeting and forecasting software?

It is software for setting the annual budget and revising forecasts through the year, with reports that compare both with actual results. Tools in this category usually add scenarios and driver-based planning on top of simple budget entry. NetSuite Planning and Budgeting, Workday Adaptive Planning and Anaplan are examples. ERP budgets and spreadsheets cover part of the same ground.

Do you need separate budgeting software if you already use NetSuite?

It depends on how you plan. NetSuite budgets cover a fiscal year by account and period, can be split by department, class, location and subsidiary, and feed the Budget vs. Actual report. Companies look at NetSuite Planning and Budgeting or a standalone tool when they want driver-based plans and what-if scenarios. Ask your account team what your agreement already includes before you buy anything new.

What should a finance team test in a budgeting software demo?

Ask the vendor to load your chart of accounts and dimensions, then show the work you do every year: loading the annual budget, running budget vs. actual, setting up a budget for a new subsidiary and placing a forecast beside the budget. Also ask how actuals arrive and how a failed load is flagged. Then ask who approves the budget before it is locked.
